Water service line emergency: first steps
A broken service line can run for days before anyone notices.
- Close the main valve inside the house.
- Check the meter. If it still moves with the house valve closed, the leak is outside.
- Look for a wet, sunken or muddy patch between the street and the house.
- Do not dig yourself. Call 811 so underground utilities are marked first.
- Photograph the area and the meter.
Then call (973) 488-5410. We dispatch 24/7, and we can explain who handles which part of the line.
Who is responsible for which part
The water main in the street belongs to the utility. The service line from the main to the house is generally split between the utility and the owner, with the meter or curb stop as a common dividing point. The rules depend on the utility and the property.
Call the Belleville Water Department at 973-450-3414 before you pay for a dig. They can confirm where their responsibility ends. If the leak is on your side, we repair it.
Signs of a service line problem
These signs separate a service line from a plumbing leak inside the house.
| Sign | What it suggests | Next step |
|---|---|---|
| Meter spins with house valve closed | Leak outside the house | Leak detection, then repair. |
| Wet patch in the yard | Surfacing leak over the line | Confirm location before digging. |
| Low pressure everywhere | Partial break or a failing line | Pressure test and camera if possible. |
| Discolored water | Corroded line or main work | Test, flush, and check the pipe. |
| No water at all | Break, frozen line or closed valve | Check valves, then locate the break. |
Our leak detection service pinpoints the spot so we dig in the right place.
Lead service lines
Older homes may have a lead service line. New Jersey law requires water systems to inventory and replace lead service lines on a set schedule. Ask Belleville Water at 973-450-3414 what material your line is and whether replacement is planned.
If you have a lead line, ask the water department about replacement and about testing your tap water. We handle the plumbing on the property side when replacement is scheduled.
Low pressure that is not a leak
Low pressure is not always a break. A partly closed valve, a clogged pressure reducing valve, corroded galvanized pipe or a utility issue in the street can all do it.
We test pressure at the hose bib, check the valve and the regulator, and tell you if the cause is inside your house, on your service line or in the street. If the whole street is low, call the water department.
How a service line repair works
Utilities are marked before any digging starts.
- LocateWe find the leak with instruments and the meter test.
- Mark utilitiesWe call 811 so gas, electric and other lines are marked.
- Dig and repairWe expose the pipe, repair or replace the section and bed the pipe properly.
- Test and backfillWe test pressure, then backfill and restore the surface.
Trenchless replacement may be possible in some cases and spares lawns and driveways. We tell you if it fits your line.
Standards and 811
New Jersey's plumbing subcode adopts the National Standard Plumbing Code Illustrated, 2021 edition, through N.J.A.C. 5:23-3.15. It sets the rules for service pipe material, depth and shutoff valves inside the building. Before any excavation, call 811 so utilities are marked.
